Detailed Narrative Description of Project:

Carry out short study to find out a solution for resettling 3000 households outside The proposed embankment of Boyer Char under the extended Char Development And Settlement Project-II (CDSP-II). The target of the project was to identify the affected group to prepare a resettlement plan.  

Detailed Description of Actual Services Provided by the Company:

 

The short study is an identification study having resettlement & settlement issues, data collection, site visit, socioeconomic survey, afforestration possibilities, land tenure system, stakeholders views about the settlements etc. within the proposed Boyer Char area in order to find out a sustainable & suitable solution for the 3000 HHs living outside the proposed embankment of Boyer Char The study will include the actual number of households living out-side the proposed embankment and also the number of household inside the said embankment. The study will also assess the tentative cost and probable social impact of all realistic options. Cost estimates will be made on the basis of the Resettlement Policy Framework. The study will give appropriate recommendation for the meaningful and sustainable solution of the said 3000 HHs that will ensure the safety and well being of this group.  The study should also address to prevent the migration of people-to the vacated area from outside putting appropriate suggestion to keep the lands free for use of the existing Boyer Char people.

The expert shall perform all activities needed to satisfy the aims and objectives of the short study and produce the desired outputs, giving due attention.  The scope of the study is to find out a suitable solution, this covers safety and well being of the 3000 HHs currently living outside the planned embankment to meet up the preconditions of the MTR Mission 2002.  The main scope of study includes the following activities:

 

§  Conducting a household census of Boyer Char (determining the actual number of HHs currently living outside the proposed embankment)

§  Assessing the total available khas land of settlement in Boyer Char.

§  Mapping the land tenure system of the area outside the planned embankment.

§  Listing of people living outside the planned embankment and have arable land outside the planned embankment.

§  Listing of people living outside the planned embankment and have arable land inside the planned embankment.

§  Listing of people living inside the proposed embankment and have arable land outside the planned embankment.

§  Exploring the options: each option needs to be based on in-depth analysis of stakeholders views and should be worked out in terms of planning and costing.  In particular, the following issues need to be addressed in the exploration of options:

§  Impact on redistribution of lands possessed by the existing settlers

§  Identification of land for house and arable land for 3000 HHs

§  Mapping of social site plan (incl. bazaar, school, mosques etc.) and the sustainable use of natural resources.

§  Suggestion for checking of furthers infiltration in the area outside the planned embankment.

 

Based on the above, the Study Team should recommend a preferred option, that is, give a specific recommendation for the most sustainable and suitable solution in terms of safety and well being of the 3000 HHs currently living outside the plann6d embankment to meet with the precondition of the MTR Mission 2002.

-          conduct PRA for community attitude towards the present usage/possessions/further development of water resources, possibility of any social conflict;

-          Identify the physical status: area/size. Siltation condition, average yearly fish production

-          Recommend/suggest for development (agriculture/plantation/fisheries etc.)

-          Identifying the problems faced by the farmers in the community especially in agriculture, livestock, Social forestry, educational institutes, Bazar, Public health activities.

-          Identification of Agricultural & livestock research ground in project area.

-          Identification of indicators and develop of forms/questioner for base line survey that correlate with the objectives of the project.

-          Prepare an inventory of different structures like school, college, madrasha, mosque, bazaar, cyclone shelter, roads, Culvert etc.

-          Locate the infrastructure through GPS

-          Identification of indicators and develop of questioner/forms for PRA that correlate with the objectives of the project.

-          Updating all the forms and documents on the basis of field feed back.

-          Draft document preparation highlighting the following things:

o    Seasonal diagram to show variation in production of crop, fishery, livestock, crop damage by pests, lack of processing and natural calamity etc., throughout the year (monthly or bimonthly)

o    Changing trend of natural calamity, types of economic activities, fishery/livestock/agricultural production, use of fertilizer/pesticide/irrigation, fertility of the land, facility to get loan, etc.

o    Pie chart showing land elevation, class based ownership of wealth, ratio of class-based borrower etc.

o    Social and resource mapping.

o    Matrix ranking.

o    Wealth ranking of the community

o    Transect of the selective village

o    Problem ranking and analysis
